The EAC Regional
e-Immigration officials have convened at the Golden Crest Hotel in Mwanza,
Tanzania to consider outputs of a feasibility study on a harmonized regional
e-Immigration system, and also to review the Terms of Reference for the
development of a regional e-Immigration Strategic Framework as well as the
design and features of the proposed new generation East African Passport.
In her welcome remarks, the EAC Director for Social Sectors, Ms. Mary Makoffu noted that e-Immigration had become pertinent in terms of service delivery in the region saying “it is necessary to involve immigration departments in the Partner States and other government agencies in the national e-Government plans”.
The introduction of One Stop Border Posts (OSBPs) in the region, in addition calls for the engagement of Ministries of Information Communication and Technology (ICT) and/or e-government agencies in the Partner States to better facilitate the free movement of persons.
The EAC Director noted the year 2013 marked the fourth year into the implementation of the EAC Common Market Protocol and to this end, EAC had developed an EAC Common Market Protocol Handbook intended for Immigration officers in the Partner States. “The Handbook highlights the provisions of the Common Market Protocol pertaining to immigration issues, aimed at better equipping immigration officers with the knowledge of the Protocol and its implications on immigration”, she added.
While the design of the proposed new generation EAC passport have been endorsed by the Chiefs of Immigration, the Technical Working Group meeting develop a computer generated design using the minimum basic technical specifications identified.
